You can submit a key by simply pasting in the ASCII-armored version of your key and clicking on submit.

Can I access this server with HKPS?

Since you can visit this site with HTTPS, then, of course, you can use hkps://sks.ustclug.org in your PGP configuration.

We use Let's Encrypt certification for HKPS/HTTPS.

For GnuPG 2.1.18+ users, this certification is trusted by default. But for older version GnuPG users, you need to trust the CA DST RootCA X3 manually. Normally this CA is located at /usr/share/ca-certificates/mozilla/DST_Root_CA_X3.crt for Linux users. Pay attention that GnuPG only recognizes CA certification file which uses .pem as the filename suffix.
